The mission is to enable communities to exercise jurisdiction over areas which are recognised as a nation state.
Eleutheria's primary project is a free city in Tuvalu called Pacifica.
Implementation
Eleutheria follows the approach of the United Kingdom's 99-year lease of Hong Kong from the People's Republic of China.
With such a lease, communities are legally recognised by the lessor state. Any third-party state not recognising the lessee as a sovereign is still legally bout to respect the lease agreement entered into by the lessor state. This means, a foreign government is legally prohibited from infringing on the rights of the Eleutheria community.
